Portland’s Graffiti Removal Program

Enroll in the City of Portland’s Graffiti Removal Program to receive support for graffiti cleaning for Lloyd businesses and residents. The no-cost or reduced-cost cleaning services include both paint-outs and solvent-based removal, and are provided to residents, small businesses, and nonprofit organizations who meet eligibility criteria.

If you qualify to receive graffiti removal services, fill out an agreement at portland.gov and submit it to graffiti@portlandoregon.gov. Once the agreement is submitted, your property will be added to the list for regular maintenance. When City staff complete graffiti removal work in the Lloyd neighborhood, your property will be included in the cleaning without needing to make a specific request.

Fill out an agreement and email it to graffiti@portlandoregon.gov or mail it to Bureau of Planning and Sustainability office at: 1810 SW Fifth Avenue, Suite 710, Portland, OR 97201.

Who qualifies?

  • Anyone impacted by hate graffiti and most gang graffiti.

  • Small businesses with 1-10 employees (cannot be a corporate franchise).

  • Any single-family home, condo or apartment buildings with 1-10 units.

  • Nonprofit organizations; excluding nonprofit organizations with more than 100 employees

  • Report all graffiti tags on your property via the City’s Graffiti Removal Report Form or call 311—it only takes a few minutes. Include a photo if you can.

  • Request a free Graffiti Removal Kit by emailing graffiti@portlandoregon.gov. The kit includes cleaning solvent, gloves, safety glasses, cleaning rag, small nylon scraper, small bucket, and a link to an instructional video. Please do not use on face of traffic signs (instead, report online or call 311)
