District 2 Local Transportation Funding Open House
Join the conversation about local transportation funding and weigh in on a variety of options and opportunities at an open house in your district.
Portland is experiencing a transportation funding crisis. PBOT is in its eighth year of budget cuts. Our streets are falling apart, our bridges are aging, and we can't afford to make the safety improvements our communities are asking for. The cost of transportation construction has gone up, and funding hasn't increased to pay for it.
The longer we wait to repair our transportation assets, the more expensive and expansive the problems get.
Portland City Council is talking about how to solve this problem. Come to an open house to learn more – and give us your feedback – about:
the options to raise more money
the kinds of things that the city would spend the money on
ways to review and monitor the spending
District 2: Meet Your City Councilors
Residents, workers, and visitors of North and Northeast Portland are invited to meet District 2 City Councilors Sameer Kanal, Elana Pirtle-Guiney, and Dan Ryan at a special community event presented by City Club of Portland’s Program Committee.
With a full year of experience in office and a year working under Portland’s new form of government, the Councilors will reflect on recent challenges and achievements and share their perspectives on opportunities ahead. The evening will begin with a panel discussion moderated by Willamette Week City Hall and neighborhoods reporter Sophie Peel, featuring questions submitted by the community during registration.
Following the panel, attendees will have the chance to continue the conversation in a more informal setting with the Councilors, neighbors, and fellow community members from District 2. The event takes place from 6:00 p.m. to 7:30 p.m., with doors opening at 5:30 p.m. This is a free event with an optional suggested donation, and registration is required. Attendees are asked to register individually to receive event updates and help maintain an accurate headcount.

Monthly Keaton Otis Vigil
Join our community partners, the Lloyd EcoDistrict, for the Keaton Otis Vigil each month on the 12th from 6 to 7 PM at the intersection of NE Halsey Street & NE 6th Avenue in Lloyd.
Keaton Otis was a young Black man killed by the Portland police on May 12, 2010 in Lloyd in 2010 at NE 6th and NE Halsey. The police admitted they stopped him for “looking like a gangster.” Keaton’s father Fred Bryant started the monthly vigil on the 12th of the month after his son’s murder on the spot where Keaton’s life was taken. Fred Bryant did this for over three years, fighting for justice for his son, every single month in the rain, the dark, the heat, and the snow. Fred Bryant passed away on October 29, 2013.
His family and community have committed to continuing the vigils every month on the 12th, until justice is achieved for Keaton, for Fred, and for our whole community.
Since 2019 Lloyd EcoDistrict has been working with the Black-led Justice for Keaton Otis collective to memorialize the life of Keaton Otis. Join community members at the corner of NE 6th and NE Halsey on the 12th of every month at 6:00 PM to remember Keaton and call for justice.

Designed to connect employers with their future workforce, the NW Youth Careers Expo helps students make informed and inspired decisions about life after high school, whether that path leads to a four-year university, community college, or apprenticeship program.

8th Annual Model The Way Lloyd Awards
Model the Way is Lloyd EcoDistrict’s annual gathering to celebrate the people and partnerships shaping a more equitable, resilient, and connected Lloyd District.
Now in its 8th year, Model the Way brings together neighbors, businesses, nonprofits, and civic partners for an evening of connection, recognition, and shared purpose. The evening includes bites and drinks, live music, a hosted program, and the Model the Way Awards honoring individuals and organizations who lead by example.
In 2026, we are expanding the celebration. Lloyd EcoDistrict is partnering with Lloyd Enhanced Services District, Lloyd Community Association, and Go Lloyd to create a unified Lloyd community event. Leaders from each organization will share highlights from the past year and reflect on how our collective work is strengthening the neighborhood.
The event is free to attend to ensure broad participation and accessibility. At the same time, Model the Way remains Lloyd EcoDistrict’s signature annual fundraiser. Sponsorships and donations support our year-round work advancing climate action, community resilience, stewardship of public spaces, and an inclusive local economy.
All Lloyd-adjacent organizations will table and share their successes, reinforcing what makes this neighborhood thrive. Together, we celebrate progress, partnership, and the people who model the way forward. This year, Go Lloyd will be tabling to share our 2025 accomplishments.

Lloyd Center Design Master Plan Hearing
Voluntary Central City Master Plan Review for the future redevelopment of the Lloyd Center Mall site, which is a 27.1 acre site in the Lloyd Subdistrict of the Central City Plan. The site consists of the current Lloyd Center Mall site and the Regal Cinemas lot. The proposed master plan divides these parcels into 14 development areas with approximately 7.0 million gross square feet of allowed development, building envelopes up to 225 feet in height, and approximately 6.18 acres of publicly-accessible open spaces and new public rights-of-way. Redevelopment will occur in phases. The master plan is intended to function as a flexible and inclusive design framework for the buildings, streets, open spaces, and infrastructure necessary for the redevelopment of this large site. Adjustments to the Required Building Lines general standard and standards for sites with frontage on a street shown on Map 510-7 are also requested.

The Food Court 5000, a Portland-based, retro-fitness, mall-walking movement and possibly the best reason to dust off your spandex and hit the mall. They are a community of fast-walking, snack-loving, retro-fabulous weirdos who believe that fitness should be fun, free, and just the right amount of ridiculous.
Every Sunday at 11 AM, they gather at Lloyd Center Mall for an hour and a half of high-energy strutting, power-walking, and occasional jazz hands. It’s part workout, part performance art, and all-around a great excuse to take over a shopping mall in the name of nostalgia and movement.
What do they do?
Power-walk like they’re being chased by an aggressive kiosk salesperson
Maybe break into spontaneous mall aerobics (no promises, but high probability)
Make the Lloyd Center their own personal runway
This isn’t your grandma’s mall-walking club (though she’s definitely invited). They encourage spandex, windbreakers, neon, and making questionable but fabulous fashion choices.
No sign-ups, no fees, no judgment! Just sweaty camaraderie and a mall takeover that might one day be outlawed.
So, lace up, show up, and walk like you just saw your ex by the food court.
