Project Background and Overview
The Interstate 5 southbound off-ramp at the Rose Quarter/City Center exit (Exit 302 A) connects to North Broadway, a street heavily used by various transportation modes including cars, trucks, bicycles, pedestrians, buses and streetcar. ODOT and the City of Portland Bureau of Transportation (PBOT) began working together in 2010 to identify solutions to address safety and operations issues in the Rose Quarter area as part of the N/NE Quadrant planning process.
ODOT and PBOT collaborated, studied the focus area near the I-5 southbound off-ramp at the Rose Quarter/City Center Exit (Exit 302 A) and agreed on a set of near-term solutions for safety and operational improvements for all users.
Project Elements For The Near-Term Solution
- Realign the right turn lane - referred to as a "slip lane" - located at the I-5 southbound off-ramp (Exit 302 A) at N. Broadway (an element of the N/NE Quadrant Plan).
- Install a Pedestrian Signal at the existing crosswalk at the streetcar platform on N. Broadway between N. Ross Ave and N. Wheeler Ave.
- Replace the traffic signal at the intersection of N. Broadway, I-5 off-ramp and N. Vancouver Avenue with a standard signal.
- Extend the curb on the southeast corner of the intersection of N. Broadway and N. Wheeler Ave.
- Reconnect the sidewalk due to the ramp realignment on the north side of N. Broadway from the I-5 off-ramp to N. Flint Ave.
- Install ADA accessible curb ramps at the intersection of N. Broadway and N. Vancouver Avenue and at other locations within the project area.
- Relocating the right lane at the I-5 southbound off-ramp to the existing signalized intersection reduces a potential collision point from N. Broadway.
- Right turns will be signalized to reduce collisions between turning vehicles from the I-5 southbound off-ramp and pedestrians and bicyclists on N. Broadway.
